R E G U L A T I O N S

1. OBJECTIVES

Brussels Short Film Festival is an exhibition intended for lovers of cinema, both audience and professionals. The purpose

is to promote and circulate short films and to generate contacts between audience, young directors and professionals.

There are 3 competitions :

• National Competition

• International Competition

• Student Films Competition “Next Generation”

2. ORGANISATION, DATES AND PLACE

Brussels Short Film Festival is organized by the non-profit association Un Soir…Un Grain in Brussels from April 28 to May 08, 2016.

3. RULES AND REGULATIONS

To be admitted, each film must match the following requirements :

• Films have to be Fiction or Animation ;

• Films have to not exceed 30 minutes in length ;

• Films have to be produced (or the 1st public exhibition) after November 1, 2014 ;

• Films have to be available for Festival screening on DCP and mp4. codec H264 - 10 Mbs - 1920 x 1080

• Films have to be subtitled in french (or in english). It’s also advisable for french-speaking films to have english subtitles.

!! The student films have to be submitted to the Student Films Competition “Next Generation”.

4. SUBSCRIPTION AND SELECTION : before JANUARY 28TH, 2016

The film must have been uploaded to Reelport : reelport.com

• Participants have to enter their film via the online submission

• The film have to be uploaded

• Attached files :

• One still of the film which can be used in any publication

• A photo of the director

Entry only will be valid upon reception of all these documents

Submission fees for the International Competition= € 7 untill Decembre 30th, 2015.

From December 31th, 2015, the Submission fees for the International Competition = 9€

Please don’t send a DVD directly to the festival. Entries sending by mail, cannot be considered for the competition.

5. PRIZES / AWARDS

• “Grand Prix” : €3500

• Special Jury Prize : €1000

• Best actress Prize: €1000

• Best actor Prize: €1000

• Audience Prize: €1500

• … And many other Prizes including broadcasting rights on TV channels.

Jury’s decisions may not be subject to appeal. Only persons bound by the name of the Prize will be the recipients of it.

Winning a Prize included the agreement of the production with the fact that the winner films could be showed during regional screenings after the festival (maximum 3 ) and one time during a free screening under the marquee during the next festival.

6. SHORT FILM MARKET

A Short Film Market is organized during the Festival. Films submitted to selections for our competitions will automatically be indexed in the market catalogue and viewable by professionals attending the market. It’s also advisable to send the film with english subtitles.

7. SELECTION

A selection committee, chosen by the festival team, will be appointed to view all submissions for pre-selection. Only selected films will be allowed to participate to the competition. The selections results will be notified on line (www.bsff.be) in April 2016. No rental fees of the prints will be paid by the festival for the competition programmes.

8. TELEVISION DIFFUSION AND INTERNET

All selected films may be excerpted (limited to 15% of the length) for publicity purposes on TV or via the Internet. Extracts of the selected films may be broadcast on TV channels and on the internet in the context of divulging information regarding the Festival.

9. SHIPPING OF SCREENING COPIES

Copies of selected films must be sent before April 4th, 2016. The address will be communicated later to the selected participants. The film copies will be sent back during May 2016 to the production company adress or to an address whose deliveries prices by Fedex or Belgian post office are not higher than the sending to the production company address.

10. SCREENINGS AND INSURANCE

Films will be insured by the organisers for the period of time that the prints are in the Festival’s possession. In case of loss and/or damage during this period, the Festival will remain responsible only for the replacing value of the copy. Complaints (about the state of the copies) will not be accepted if they occur more than 30 days after the end of the Festival.

Selected films will be requested in the screening format specified in the entry form.

11. INVITATION FOR THE DIRECTOR

Selected films directors will receive an invitation for the Festival in Brussels and an accreditation. This invitation may not be used by a third party. The festival will cover a part of the guest’s travel costs.

12. LITIGATION

The organisation committee is the only one allowed to deal with the persons most closely concerned in case of a litigation. Submit a film to our International competition through Re implies the acceptance of these regulations. Should any legal dispute occur, only the French version of the present regulations and the Belgian Legislation will have force of law.

Compétition Internationale - 19ème Brussels Short Film Festival

INSCRIPTION ET SELECTION: AVANT LE 28 JANVIER 2016

Le coût de soumission d’un film à la compétition internationale du festival est de 7€ par film et ce jusqu’au 30 décembre 2015. A partir du 31 décembre 2015, le coût de soumission d’un film à la compétition internationale du festival sera de 9€.

1. OBJECTIFS

Le Brussels Short Film Festival est une manifestation destinée au public et aux professionnels du cinéma, ayant pour but la promotion et la diffusion des courts métrages.

Le Brussels Short Film Festival compte 3 compétitions :

• Compétition Nationale

• Compétition Internationale

• Compétition de Films d’Ecoles « Next Generation »

2. ORGANISATION, DATES ET LIEU

Le Brussels Short Film Festival est organisé par l’association sans but lucratif Un Soir…Un Grain à Bruxelles du 28 avril au 08 mai 2016.

3. CONDITIONS DE PARTICIPATION

Tout film présenté à la compétition internationale doit répondre aux conditions suivantes :

• être une fiction ou une animation ;

• avoir une durée ne dépassant pas les 30 minutes ;

• avoir été terminé ou avoir eu sa 1ère projection publique après le 1er Novembre 2014 ;

• Etre disponible en DCP et en mp4. codec H264 - 10 Mbs - 1920 x 1080

• Avoir des sous-titres français (ou anglais). Il est également conseillé pour les films en français d’avoir des sous titres anglais.

!! Les films d’écoles doivent être soumis à la Compétition de Films d’Ecoles « Next Generation »

4. INSCRIPTION ET SELECTION : AVANT LE 28 JANVIER 2016

Le film doit être inscrit et téléchargé sur Reelport : reelport.com,

• Une fiche d’inscription on-line devra être remplie ;

• Le film devra être uploadé ;

• Documents annexes :

o 1 photo du film (pas d’affiche) qui pourra être utilisée sur tout support

o 1 photo du réalisateur

L’inscription du film ne sera validée qu’après réception de ces documents.

Merci de ne pas envoyer de DVD directement au Festival. Ils ne seront pas pris en considération.

5. PRIX

• Le Grand Prix International : €3500

• Le Prix du Jury : €1000

• Le Prix d’Interprétation féminine : €1000

• Le Prix d’Interprétation masculine : €1000

• Le Prix du Public : €1500

• Ainsi que différents prix comprenant l’achat des droits de diffusion sur des chaînes TV

Les décisions du jury seront sans appel. Seules les personnes liées à l’intitulé du prix en seront les bénéficiaires.

L’obtention d’un prix inclut l’accord de la production sur le fait que les films lauréats pourront être projetés à titre gracieux lors des séances en décentralisation (maximum 3) ainsi que lors d’une séance gratuite et publique sous le chapiteau lors du festival de l’année suivante.

6. MARCHE DU COURT METRAGE

Un marché du court métrage est organisé lors du Festival. Les films soumis aux sélections de nos différentes compétitions seront visibles par les professionnels présents. Nous conseillons fortement d’envoyer le film avec des sous-titres anglais.

7. SÉLECTION

Un comité de sélection, désigné par les organisateurs, sélectionnera les films pour la compétition. Seuls les films retenus par ce comité seront présentés à la compétition du festival. La liste des films sélectionnés sera disponible sur www.bsff.be début avril 2016. Une fois soumis au comité de sélection, le film ne peut être retiré.

8. DIFFUSION TELEVISION ET INTERNET

La sélection des films implique l’autorisation de passage d’extraits sur les télévisions et sur Internet dans le cadre de la promotion de la manifestation (extraits limités à 15% de la durée totale du film).

9. TRANSPORT DE COPIES DE PROJECTION DES FILMS SELECTIONNES

Tous les frais d’expédition des films sont à la charge du participant. Les copies des films sélectionnés devront parvenir au plus tard pour le 4 avril 2016 à l’adresse qui leur sera communiquée.

Le renvoi des copies aura lieu dans le courant du mois de mai 2016 à l’adresse de la société de production ou à une adresse dont les frais d’envoi d’une société de transport choisie par l’organisation ou de la poste belge ne sont pas supérieurs à l’adresse de la société de production.

10. PROJECTIONS ET ASSURANCES

Le support de projection indiqué sur la fiche d’inscription devra être respecté.

Les films seront assurés par les organisateurs entre la réception et le rendu des copies. En cas de perte ou de détérioration pendant cette période, la responsabilité du festival n’est engagée que pour la valeur de remplacement de la copie. Aucune réclamation concernant l’état des copies ne pourra être prise en compte plus de 30 jours après la fin du festival.

11. INVITATION

Les réalisateurs des films sélectionnés seront accrédités et logés durant le festival. Cette invitation n’est pas cessible. Le festival prendra en charge une partie des frais liés au transport de l’invité jusqu’à Bruxelles.

12. LITIGE

Le comité d’organisation est le seul habilité à traiter avec les intéressés en cas de litige et décline toute responsabilité en cas d’annulation de cette manifestation. La participation au festival implique l’acceptation sans réserve du présent règlement. En cas de contestation de celui-ci, seule la législation belge fait loi.
