17-th International Festival of Red Cross and Health Films

Regulations

I. VENUE:
Article 1. (1) The XVII-th (seventieth) edition of the International Festival of Red Cross and Health Films hereinafter referred to as "Festival" is held on 12th October till 15th October 2017 in Varna, Bulgaria.
(2) The Festival is organized with the support of the International Federation of Red Cross and Red Crescent Societies.
II. NATURE OF THE FESTIVAL:
Article 2. (1) The Seventieth edition of the Festival presents films in the following categories:
Competitive categories:
1. Red Cross films and Red Crescent films, reflecting the activities of the National Societies of the Red Cross and the Red Crescent in the world.
2. Documentary films ( following the thematic range: medicine, health care, ecology, migration, human rights).
3. Feature films (full-length) on humanitarian issues;
Information Categories:
Aggression – Humanity – Cinema

III. THE FESTIVAL ORGANISERS:
Article 3. (1). The Festival is governed by a Board of Directors. It consist of the represented in the "Festival of Red Cross and Health Films” foundation organizations - the National Council of the Bulgarian Red Cross and the Medical University of Varna and by the Director of the Festival.
(2). The Festival is supported by the Municipality of Varna.
(3). For each edition of the Festival as co-organizers can be invited other public institutions, corporate bodies, media and organizations involved in the funding of the Festival, including also National Societies of the Red Cross and the Red Crescent.
Article 4. (1). The Festival Director is Mr. Ilko Raev.
(2). To conduct the Festival the Director creates Festival Organizational Committee. It performs technical and organizational functions to assist the Festival Director.
IV. JURY:
Article 5. The Board of Directors designates the members of the Jury. The Jury designates distinction diplomas and marks for contribution.
(1) The Jury consists of renowned activists of Red Cross, medical specialists, environmentalists, professional filmmakers and renowned artists of contemporary art.
Article 6. Each member of the Jury, including the President, shall have the right of 1 (one) vote.
Article 7. Jury adopts decisions determining awards stipulated in Article 22 with a protocol, signed by all its members.
Article 8. (1) The Jury is required to award all official awards.
(2) The jury has the right to award more than one prize for a film.
Article 9. Award-winning films and filmmakers receive a certificate signed by the President of the jury and motivation for the award.

V. PARTICIPATION IN THE FESTIVAL PROGRAM:
Article 10. (1) In the Official Selection of the XVII-th edition of the Festival may participate films that have been produced till May 2017.

Article 11. (1) Requests to participate in the XVII-th edition of the Festival may be sent to the Secretariat of the Festival by May 15th, 2017, at the address:

Article 12. /1/. Each national organization of the Red Cross and Red Crescent as well as the Medical University of Varna can participate in the Festival program with unlimited number of movies, meeting the requirements of Article 11.
/2/. Each documentary films studio can participate in the Festival program with unlimited number of movies, meeting the requirements of Article 11.
/3/. Each feature films studio can participate in the Festival program with unlimited number of movies, meeting the requirements of Article 11.
Article 13. /1/. All the films submitted for participation in the Festival program are subject to selection.
/2/. All the films, included in the official selection of the Festival receive Certificate for participation.
Article 14. The Festival Director can offer for selection additional titles beyond the deadline of

VI. PROGRAM OF THE FESTIVAL:
Article 15. The program of the Festival and all parallel and complementary activities are presented for information to participants and guests of the Festival no later than ten days before it’s beginning.
Article 16. The order of display of the films in the program and all related to the Festival events are approved by the Director of the Festival.
Article 17. Informational programs, thematic sequences and retrospective program can be included in the Festival by decision of the Director of the Festival.

VII. FILMS FORMAT AND SELECTION:
Article 18. For the selection of the films to participate in the Festival they should be provided to the Festival till May 15th 2017 in one of the following formats:
DVD or USB by post;
YouTube, Vimeo or other sharing service;
File transfer server such as dropbox.com; tranz.it; mediafire.com or one of your own choice
All the selected films with original language different from English should have subtitles or dialogue lists in English.
Article 19. The films in the above-mentioned format have to be submitted for participation in the Festival till May 15th 2017.
Article 20. The Festival Secretariat appoints a Selection Committee for the selection of the films.
Article 21. The applicant organizations will be informed on the selection results till June 30th 2017.

VIII. AWARDS :
Article 22. The Festival Jury awards the following prizes
/1/ Films from the category of Red Cross and Red Crescent films:
Red Cross and Red Crescent best film award;
Red Cross and Red Crescent films special award;
Award on behalf of of the President of the Bulgarian Red Cross;
International Federation of Red Cross and Red Crescent diploma.
/2/ Documentary Films category:
Best documentary film;
Documentary film special award;
Documentary film production award;
Three diplomas for documentary films;
Award on behalf of the Rector of the Medical University of Varna.
/3/ Feature films category:
Best feature film award;
Special award for feature film;
Production award;
Screen-play award;
The Mayor of Varna award for significant creative achievement.
Article 23. (1) Artistic unions, foundations and other organizations can establish their own awards provided by them. These awards are approved by the Director of the Festival.
(2) All awards under the preceding paragraph shall be deposited in the Organizational Committee of the Festival no later than 1 /one/ month before the date of the Festival.

IX. FINANCING:
Article 24. The Festival is funded by all the co-organizers who can announce the amount and the mode of their funding participation also during of the Festival.
Article 25. The Festival raises funds from sponsors, business companies, foundations, organizations, but they cannot place any conditions on the program and the work of the Festival. The Festival raises funds also through advertisements in an order established by the Director of the festival.
Article 26. The Festival accepts funding also from National Societies of the Bulgarian Red Cross to support the organization of the Festival.
Article 27. The Festival accepts funding also from District Societies of the Red Cross and the Red Crescent to support the organization of the Festival.

Article 28. The budget of the Festival is prepared by the Board of the Festival.

X. GUESTS AND PARTICIPANTS IN THE FESTIVAL:
Article 29. /1/. Each National organization of the Red Cross and the Red Crescent as well as the Medical University of Varna, determines the members of its delegation to participate in the Festival and sends the information to the Organizational Committee of the Festival before July 15th 2017. The Festival provides accommodation, subsistence and side events costs for the Festival days for up to two members of a delegation.
(2) The other members of the delegations participate in the Festival paying attendance fees, to be specified later.
Article 30. Official guests of the Festival like professionals, film critics, journalists, artists from other fields of art can be invited by the Director of the Festival within the approved budget.
Article 31. Guests from other countries - festival directors, film-makers, experts, journalists, film critics, producers and others can be invited by the Director of the Festival within the approved budget.
Article 32. Journalists from various media get accreditation to the Festival, as the cost of their participation is borne by their sending institution or media. The Organizational Committee of the Festival issues their credentials.
Article 33. Each National organization of the Red Cross and the Red Crescent as well as the Medical University of Varna may invite on their own expenses film and television experts, producers, journalists and others. Their presence must be coordinated with the Director of the festival.

This Festival was founded in 1965

The motto of the festival is: "By humanism to peace and friendship".
Bulgarian Red Cross is the main organiser of the forum which is held every two years.
The International Festival of Red Cross and Health films has a growing importance as a powerful tool for the dissemination of humanitarian and cultural values through cinema. The Festival is traditionally attended by the most senior leaders of the international Red Cross organisations. The International Committee of the Red Cross, the League (now Federation) of Red Cross and Red Crescent Societies, the World Health Organisation, UNESCO, SIDALC, the Association of Film Producers, Association of Film Distributors, the International Organisation of Film Critics, National cinematographies and film production houses.
